Alignment with Uganda's Competency-Based Curriculum (CBC)
Uganda introduced the revised Competency-Based Curriculum for lower secondary education beginning in 2020. The curriculum shifted education from content memorization toward competency development, practical application, creativity, critical thinking, communication, and problem-solving.

The Current Need for Teacher Training in Uganda
The transition to the Competency-Based Curriculum has highlighted a significant need for teacher training across Uganda.
Before the rollout of the new curriculum, approximately 20,000 Senior One teachers were trained through 27 regional training centers. However, only an average of four to five teachers per school received formal training, with an expectation that they would train their colleagues afterward.
Studies and education sector reviews indicate that only about 35% of teachers initially received direct training, leaving the majority dependent on cascade training models that have produced varying levels of effectiveness.
Reports have also indicated that thousands of teachers missed the original training opportunities, creating implementation gaps in many schools.
Recent research further highlights ongoing challenges including:
- Limited teacher preparedness.
- Inadequate understanding of competency-based assessment.
- Insufficient ICT integration skills.
- Limited access to instructional resources.
- Need for continuous professional development.

Education sector reviews have reported that only about 35% of teachers received direct CBC training, leaving a substantial proportion requiring additional professional development and mentorship to effectively implement the curriculum.
